    Approval of Minutes from 10/9/25

    Approval of Draft Strategic Plan 2027-2030

    The agenda item focused on the approval of the draft Strategic Plan for De Anza College. Dr. Newell presented updates to the plan, including new metrics and revisions based on feedback from campus groups and the President’s Town Halls. The Council approved the plan, noting that some metrics—such as greenhouse gas emissions reduction—remain TBD pending district data. 


    Draft Strategic Enrollment Management Plan Presentation

    Dr. Newell presented the Strategic Enrollment Management Plan, which outlines a projected enrollment growth of 3–5% between 2027 and 2030, with specific targets for non-traditional and transfer student populations. She reviewed the plan’s seven goals, including increasing workforce education, dual enrollment, and adult education pathways. President Torres noted that the projected growth is consistent with the college’s community-supported basic aid status.

    The plan has been approved by the Academic Senate and will return to College Council for approval next month. Members raised questions regarding data on transfer trends and the potential impacts of financial aid.


    Instructional Realignment Update

    Dr. Subramaniam provided an update on the instructional realignment proposal, which had initially received mixed feedback from faculty. He announced that the original plan to restructure the Social Sciences division and split the Physical Education faculty will not move forward. Instead, a faculty work group will be established to develop recommendations for addressing administrative functions in areas such as dual enrollment, emerging technologies, and justice-impacted student programming. The work group will begin its efforts once the Academic Senate reconvenes. Shagun reported that faculty feedback will be summarized, and a follow-up survey will be conducted.


    Counseling Year-long Task Force Update

    Dr. Michele LeBleu-Burns provided an update on the formation of an interest-based approach group aimed at strengthening collaboration between general and embedded counselors. The group has held its first meeting and received training from Dr. Jeffrey Michaels. President Torres emphasized the importance of healing and collaboration within counseling to better support students, noting that even if the current counseling model ultimately remains the same, the process itself will help build peace and harmony among staff.


    Approval of Draft SEA Plan 2025-2028

    Hernandez presented the Student Equity and Achievement (SEA) Plan for 2025–2028 and requested College Council approval. The plan focuses on addressing disparities among disproportionately impacted student groups, particularly Black and Latinx student and includes strategies to strengthen guided pathways, expand professional development, and integrate academic counseling services.

    Hernandez also provided campus updates, including the Honors Program’s acceptance into the UCLA Transfer Alliance Program (TAP), upcoming events such as Giving Tuesday and a de-stress event, and the formation of a Time Block Scheduling Task Force.

    Council members approved the Student Equity and Achievement (SEA) Plan.
