Approval of Notes - The notes from April 24th, 2018 were approved with a few clarifications.
Update on budget and 1320 Fund –
Espinosa-Pieb notified the team that as of today, 1320 fund, has decreased from the starting allocation of $21.3M to $18M (..waiting to be finalized).
The District funding of 1320 (p/t, overloads) in relation to the last 3-years:
2015-16 - $22.8M
2016-17 - $22.37M
2017-18 - $21.3M (reduction to $18M)
- The reduction will impact FTEF.
- We have to seriously look at the smaller demand, low-enrolled courses.
- Hope that late start classes (starting , May 21) would improve the condition. De Anza offers 50 late start classes; Foothill - 200.
- Strong Workforce fund could be used for funding CTE courses, but it’s a negotiable item.
- Look at Certificate and Degrees --performance based funding.
- 1320 reduction is a reduction that was not build into our main budget deficit. This reduction means that we are over expanding for the amount of FTES we are generating. We should cut back and start offering courses that are in high demand.
- Per District, one-time/off-set fund could not be used. This is a reserve for a major devastation such as an earthquake, etc.
Continued discussion of Classified positions –
Espinosa-Pieb recapped that the committee agreed to permanently eliminate 10 vacant faculty positions. In order to meet FY17/18 and 18/19 reduction goal, she asked the team to make a decision between, eliminating two vacant classified positions (see below) or move down on the Vacant Faculty List.
Classified positions:
- Learning Management System Admin (has been vacant since 2016; served as an internal support which the department no longer needs)
- Tutorial Center position (retirement in June, 2018)
- L. Maynard reported that the instructional area doesn’t have any more vacant classified positions besides the two above. Espinosa-Pieb confirmed that in general, the instructional area doesn’t have a lot of classified staff. She also reminded everyone that if a classified position was eliminated, it would be very hard to reinstated it.
- De Anza is over the FON (Faculty Obligation Number) – have to reduce.
- Bryant noted that when the time gets better the department would be able to ask for the growth faculty positions.
- Vacant classified position will not be eliminated at this time and will remain unfilled.
After a lengthy discussion the committee voted to remove 2 more vacant faculty positions instead of two vacant classified positions. The committee will re-rank the rest of the positions for a permanent reduction based on 9 vacant faculty positions on the list and any new retirements. Vacant classified positions will not be eliminated at this time and will remain unfilled.
Continued review of programs –
IPBT engaged in reviewing of the rest of the programs.
- The team voted to not send World languages to Viability until further review.
- Espinosa-Pieb and Newell will work to finalize the World languages data and the dollar amounts and bring it back to the next IPBT meeting.
- Continue discussion of programs next week will starts with Athletics, World languages.
